The prime ministers of Cambodia, China, Laos, Myanmar, Thailand and Vietnam officially opened a former opium smuggling route as the final link of what they call the "north-south economic corridor," a network of roads linking the southern Chinese city of Kunming to Bangkok spanning 1,800 kilometers, or 1,100 miles. It is also known as Route 3.

The new roads, as well as upgraded ports along the Mekong River, are changing the diets and spending habits of people on both sides of the border. China is selling fruit and green vegetables that favour temperate climates to its southern neighbours and buying tropical fruit, rubber, sugar cane, palm oil and seafood. "You never used to see apples in the traditional markets," said Ruth Banomyong, an expert in logistics who teaches at Thammasat University in Bangkok.

China has blasted shallow sections of the Mekong to make it more easily navigable for cargo barges, allowing traders to ship apples, pears and lettuce downriver. The price of apples in Thailand has fallen to the equivalent of about 20 cents apiece from more than $1 a decade ago. Roses and other cut flowers from China have displaced flowers flown in from Holland, making Valentine's Day easier on the wallet for Thais. Traders now have the choice of shipping by barge, truck or both.

Over all, even before the completion of the road, trade between China and upland Southeast Asian countries (Cambodia, Laos, Myanmar, Thailand and Vietnam) had risen impressively to $53 billion in 2007 from $5.7 billion a decade ago.

Since paving was completed late last year, people who live deep inside the jungle have come to the edge of Route 3 to sell vegetables and forest products, residents say.

"You have a huge hinterland that's pretty badly served at the moment, from Kunming down through Laos and northern Thailand," said John Cooney, director of the Southeast Asia infrastructure division at the Asian Development Bank, which financed one section of the road in Laos. "That suddenly is becoming a market."

Cash-strapped Laos is encouraging Chinese investment by handing out what it has plenty of: land. Deputy Prime Minister Somsavat Lengsavad has said the government will trade "land for capital."

The Chinese spent $4 billion building the highway from Kunming to the border. One particularly difficult stretch of road required the construction of 430 bridges and 15 tunnels. With the bridge over the Mekong still in planning stages, passengers must take ferries across the Thai-Laos border.

Some of the most remote parts of SE Asia are being changed forever. As usual, some of this is positive but, other aspects will not be welcome.

เมื่อวันที่ 12 เมษายน 2550 นายอิทธิพร บุญประคอง รองอธิบดีกรมเอเชียตะวันออก กระทรวงการต่างประเทศ และนายนิรันดร์ จงวุฒิเวศย์ อธิบดีกรมการพัฒนาชุมชน กระทรวงมหาดไทย ได้ร่วมลงนามในบันทึกความเข้าใจว่าด้วยความร่วมมือระหว่างกระทรวงการต่างประเทศและกระทรวงมหาดไทย เพื่อแสดงเจตนารมณ์ร่วมกันในการดำเนินโครงการการพัฒนาเด็กเคลื่อนที่บนถนนหมายเลข 67 (สะงำ - อันลองเวง - เสียมราฐ) ในจังหวัดอุดรมีชัย และโครงการจัดตั้งหมู่บ้านตามแนวปรัชญาของเศรษฐกิจพอเพียงบนถนนหมายเลข 48 (เกาะกง - สแรอัมเบิล) ในจังหวัดเกาะกงของกัมพูชา ตามที่รัฐบาลไทยและกัมพูชาได้เห็นชอบร่วมกันไว้

การดำเนินโครงการดังกล่าวมีวัตถุประสงค์เพื่อสนับสนุนความร่วมมือระหว่างไทยและกัมพูชา และเสริมสร้างความเข้าใจอันดีระหว่างประชาชนของทั้งสองประเทศ

โครงการการพัฒนาเด็กเคลื่อนที่ฯ มีวัตถุประสงค์เพื่อส่งเสริมให้บิดามารดา/ผู้ปกครองเด็กที่อาศัยอยู่ในชุมชนบริเวณถนนหมายเลข 67 (สะงำ - อันลองเวง - เสียมราฐ) ได้มีความรู้ความเข้าใจที่ถูกต้อง เกี่ยวกับการเลี้ยงดูเด็กตั้งแต่วัยแรกเกิดจนถึงอายุ 6 ปี ให้เหมาะสมตามวัยและสภาพแวดล้อมของท้องถิ่น รวมทั้งมีพัฒนาการที่สมบูรณ์และแข็งแรงทั้งทางร่างกาย จิตใจ อารมณ์ สังคม และสติปัญญา โดยเจ้าหน้าที่ศูนย์ช่วยเหลือทางวิชาการพัฒนาชุมชนเขตที่ 11 และสำนักงานพัฒนาชุมชนจังหวัดศรีสะเกษ จะเข้าไปดำเนินการในลักษณะเคลื่อนที่ในช่วงเดือนเมษายนถึงเดือนกันยายน 2550 โดยทำการคัดเลือกอาสาสมัครเพื่อเข้ารับการฝึกอบรมตามหลักวิชาการเพื่อให้สามารถถ่ายทอดความรู้และประสบการณ์แก่บิดามารดา/ผู้ปกครองของเด็กต่อไป ทั้งนี้ โครงการดังกล่าวถือเป็นโครงการนำร่องเพื่อปูทางไปสู่การจัดตั้งศูนย์พัฒนาเด็กอย่างถาวรต่อไปในอนาคต

โครงการจัดตั้งหมู่บ้านตามแนวปรัชญาของเศรษฐกิจพอเพียงฯ เป็นโครงการที่มุ่งส่งเสริมกระบวนการเรียนรู้ของประชาชนในชุมชนเป้าหมายบริเวณถนนหมายเลข 48 (เกาะกง - สแรอัมเบิล) ตามแนวปรัชญาของเศรษฐกิจพอเพียงของพระบาทสมเด็จพระเจ้าอยู่หัว

การดำเนินโครงการฯ มีวัตถุประสงค์เพื่อถ่ายทอดประสบการณ์ของไทยเพื่อช่วยในการพัฒนาความเป็นอยู่ของประชาชนของประเทศเพื่อนบ้านให้ดีขึ้น อันจะช่วยลดปัญหาต่างๆ ที่เกิดจากความแตกต่างทางด้านเศรษฐกิจและสังคม และนำไปสู่การเสริมสร้างความเข้าใจกันระหว่างประชาชนของทั้งสองประเทศในที่สุด ทั้งนี้ ศูนย์ช่วยเหลือทางวิชาการพัฒนาชุมชนเขตที่ 2 และสำนักงานพัฒนาชุมชนจังหวัดตราด จะเริ่มดำเนินโครงการฯ ในช่วงเดือนเมษายน - กันยายน 2550

ประเทศไทยได้ให้ความช่วยเหลือและสนับสนุนแก่กัมพูชาในการพัฒนาถนนหมายเลข 48 และหมายเลข 67 เพื่อสนับสนุนการเชื่อมโยงภาคตะวันออกของไทยกับภาคตะวันตกของกัมพูชา และภาคตะวันออกเฉียงเหนือตอนล่างของไทยกับภาคเหนือของกัมพูชา โดยนอกจากจะเป็นการอำนวยความสะดวกด้านการคมนาคมขนส่ง ซึ่งเป็นประโยชน์ต่อการพัฒนาเศรษฐกิจ สังคม และการท่องเที่ยวระหว่างไทยกับกัมพูชาแล้ว ยังช่วยส่งเสริมการไปมาหาสู่กันซึ่งนำไปสู่การแลกเปลี่ยนในรูปแบบต่าง ๆ ระหว่างประชาชนของทั้งสองประเทศ อาทิ การนำผลผลิตทางการเกษตรออกสู่ท้องตลาด การแลกเปลี่ยนด้านการศึกษา สาธารณสุข วัฒนธรรม ฯลฯ

ดังนั้น การดำเนินโครงการทั้งสองข้างต้น จึงเป็นอีกความพยายามหนึ่งของรัฐบาลที่จะ “สานต่อ” ความช่วยเหลือที่ให้กับกัมพูชา และช่วยสร้างความเข้มแข็งให้แก่ประชาชนกัมพูชาในท้องถิ่น เพื่อให้สามารถเก็บเกี่ยวผลประโยชน์อันเกิดจากการพัฒนาถนนหมายเลข 48 และ 67 ได้อย่างเต็มที่ต่อไปในอนาคต

เมื่อปี 2549 กระทรวงการต่างประเทศ โดยกรมเอเชียตะวันออกและกรมการพัฒนาชุมชนได้ร่วมมือกันจัดตั้งศูนย์การเรียนรู้เพื่อการพัฒนาอย่างยั่งยืนบนถนนหมายเลข 67 ที่หมู่บ้านโอกีกันดาล ตำบลลุมโตง อำเภออันลองเวง จังหวัดอุดรมีชัย เพื่อถ่ายทอดความรู้และประสบการณ์ด้านการพัฒนาแก่ประชาชนกัมพูชาให้สามารถพัฒนาชุมชนของตนบนพื้นฐานของการพึ่งพาตนเอง โดยใช้ประโยชน์จากภูมิปัญญาชาวบ้านและทรัพยากรที่มีอยู่ในท้องถิ่นให้เกิดประโยชน์สูงสุด เพื่อช่วยยกระดับฐานะความเป็นอยู่และการพัฒนาคุณภาพชีวิต

นอกจากนั้น ยังได้ร่วมมือกับกระทรวงสาธารณสุขและสำนักงานสาธารณสุขจังหวัดตราดในการพัฒนาสถานีอนามัยอันดวงตึ๊ก อำเภอปทุมสาโก จังหวัดเกาะกง บริเวณถนนหมายเลข 48 เพื่อช่วยพัฒนาการให้บริการด้านสาธารณสุขที่มีคุณภาพแก่ประชาชนในท้องถิ่น และมีเป้าหมายที่จะยกระดับสถานีอนามัยดังกล่าวให้เป็นโรงพยาบาลขนาด 10 เตียง ขณะนี้ อยู่ในระหว่างการดำเนินการ

ไทย-กัมพูชา เปิดเส้นทางหมายเลข 48 เกาะกง-สแรอัมเบิล ระยะทาง 152 กิโลเมตร เชื่อมเส้นทางเศรษฐกิจไทย-กัมพูชา-เวียดนาม

นายสมชาย วงศ์สวัสดิ์ รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรงศึกษาธิการ ในฐานะผู้แทนรัฐบาลไทย เป็นประธาน ร่วมกับ สมเด็จฮุนเซน นายกรัฐมนตรีกัมพูชา เปิดเส้นทางหมายเลข 48 (เกาะกง-สแรอัมเบิล) ที่จังหวัดเกาะกง ประเทศกัมพูชา ซึ่งเส้นทางหมายเลข 48 จะเชื่อมต่อกับถนนหมายเลข 4 ที่อำเภอสแรอัมเบิล สามารถเดินทางไปยังท่าเรือกรุงพระสีหนุ ซึ่งเป็นท่าเรือน้ำลึกแห่งเดียวของประเทศและในอนาคตจะเป็นเขตนิคมอุตสาหกรรมเพื่อการส่งออกที่สำคัญ โดยเส้นทางนี้สามารถเชื่อมโยงระหว่างประเทศไทย-กรุงพนมเปญ-นครโฮจิมินห์ เป็นส่วนหนึ่งของระเบียงเศรษฐกิจด้านใต้ (Southern Economic Corridor) ในกรอบความร่วมมือทางเศรษฐกิจในอนุภูมิภาคลุ่มแม่น้ำโขง (GMS) ซึ่งจะเสริมการค้าทั้ง 3 ประเทศ เช่น นครโฮจิมินห์ จังหวัดบาเรีย-หวุงเต่า และเบียนหัว ที่เป็นศูนย์กลางทางเศรษฐกิจของเวียดนาม

สำหรับเส้นทางหมายเลข 48 (เกาะกง-สแรอัมเบิล) มีความยาว 152 กิโลเมตร กว้าง 7 เมตร ไหล่ทางกว้างข้างละ 1.5 เมตร สำหรับวงเงินในการก่อสร้างประมาณ 567.8 ล้านบาท

Chinese / Vietnamese New Year means that the big shots are out of town despite them being 100% Khmer ... Anyway, an opportunity for Phnom Penh governor to talk tough:
'Kep Chuktema [the gov'] said that the new traffic law has been in effect for a long period of time and, by now, the population should be aware of it already. He said that, therefore, from now on, the city authority will no longer be lenient on these traffic violations anymore'.
Apparently his call co-incides with an order (why does he need an order to enforce the law?)
'to arrest all vehicles violating the traffic law'.
The timing could be better, this time of the year even the policemen leave town ...

As if that's not enough the governor, in a seperate speech, warned:
'Kep Chuktema, the Phnom Penh city governor, reminded the Chinese-Cambodian and the Vietnamese-Cambodian population in Phnom Penh that, during the Chinese-Vietnamese New Year, if they drink or they are drunk, they shouldn’t drive in order to avoid traffic accidents to themselves and to others.
That mean's that all others (the real Chinese / Vietnamese and Khmer, basically 95% of the population) are free to drink and drive! especially during Chinese / Vietnamese New Year!

And his comment on this?
'Ten workers were injured when a factory owner’s car slammed into a group of protestors at the order of a local commune chief, labor representatives said Thursday. ... The unnamed driver moved the car into a crowd of workers demonstrating over annual bonuses and layoffs, representatives said'.
Perfectly legal?

The (daily / deadly ) horror?
'Four people riding on a motorcycle died instantly at the scene when a Hyno truck crashed the motorbike and dragged 20km away until it got burnt'.
Only in Cambodia can a motorcycle accident result in 4 dead! And the following?
'A car, which contained luxurious timber, ran over and killed a three wheel motorbike driver at 4:30 on 31 Jan 2008 in Kampong Siem district’s Ou Svay commune. The three wheel motorbike also contained a big wood'.

Travel updates? Only good news? From Khmer 440 forum the road to Koh Kong is nearing completion , however:
'The good news is that BIG buses are now travelling over the Sre Ambel bridge and the Ta Tai bridge . [ the two end bridges] The bad news is that travel time has not been reduced as it still takes time to transfer to another big bus at the second bridge [ Andong Tek ] and third bridge [ Trapang Ru ]'.
And the 'dancing' roads for which Cambodia is (in?)famous? On Monday February 4 2008, Cambodian Daily reported
'Road 5 from Poiept to Siem Reap being Rebuilt'
This being an understatement, it is on the verge of being rebuilt since last used as a minefield by the Khmer Rouge. Since then however nothing has happened, turning the road into a national shame On the plus side however it is now any tourist's highlight if they take this section. That's in a negative sense then. Back to the article, the road is to be completed by October, which must seem doubtful, as from June onwards there are heavy rains.
'Saing Savath, director of Banteay Meanchey province's public works and transportation department said he expected the road to attract more tourists [why? Where will all the touristic potholes have gone]. "Before they [the toursits] were bored [certainly not bored] and tired with this road because it had many potholes" '.
More questions seem to appear, the road from Poipet to Siem Reap is 150 km however the section being rebuilt is only
'105 km'.
Furthermore the road from Poipet to Sisophon is road number 5 (distance 50 km), from Sisophon the road number is 6 (distance 100km). So what is being rebuilt? A deliberate confusion to syphon off money?

Whatever thoughts you focus upon will manifest into form and ultimately create your reality. *"We are what we think. All that we are arises with our thoughts. With our thoughts, we make our world."* "All that we are is the result of what we have thought. If a man speaks or acts with an evil thought, pain follows him. If a man speaks or acts with a pure thought, happiness follows him, like a shadow that never leaves him." Let me also clarify again that the ‘Law of Attraction’ works in both directions, negative and positive. Meaning, if you are focusing your energy on not having enough money to pay the bills, guess what? You won’t have enough money to pay the bills. Now, let’s say that you are in the same predicament and you ‘know’ that you will have enough money for bills, even if you don’t right then, you will attract a way to have enough money for the bills. It may manifest in money itself, or in an idea on how to create the money. The hardest part about the Law of Attraction, is knowing how to put yourself in the frame of mind that you need to be in, in order to attract the positive results into your life. 	Dear Sukunya, Are you familiar with the expression, "Like attracts like"? Recently I had an experience with a client who was struggling with this idea. He was having difficulty coming to grips with certain emotions he was experiencing. He felt controlled by them and this was creating a lot of tension for him. The more he fought his feelings, the stronger their hold over him seemed to be. I completely understood his frustration and assured him that his situation was not unusual. I told him that with a little work, he could overcome this obstacle. I began by introducing him to the Universal Law of Attraction. According to this law, we attract that which we focus on with the most intensity, and this attraction can create a positive or negative experience, depending on its nature. In my client's case, it meant that when he focused on emotions or feelings that made him uncomfortable, he ended up creating more of those uncomfortable feelings in the process. Of course, Sukunya, just telling him this wasn't enough. We needed a workable solution. I suggested that he try looking at his unresolved emotions in a different way. Instead of battling his feelings, I asked him to look at them without judgment. I wanted him to focus on the root of his emotional turmoil because at that point, he would be in a position to make adjustments to his behavior. My client took my instructions to heart and began observing his difficult feelings. He reported that life flowed easier when he could refrain from making judgments on his emotions, and as a result, he was soon feeling much better about himself. By just listening to these emotional messages, rather than just getting upset or worried by them, he no longer felt so controlled by them. And, once he could really listen to his feelings, he was able to get a better grip on why those feelings were coming up. ส่วนนักกฏหมายที่ใช้กฏหมายไปทางที่ผิดก็ไม่ต่างอะไรกับโจร
เพราะรู้ทางหนีทีไล่เป็นอย่างดีหาหลักฐานเอาความผิดยาก
ชาวบ้านหรือข้าราชการตาดำๆจะทำผิดหรือบกพร่องโดยสุจริตนั้นยาก
กลายเป็นถูกกล่าวหาหรือมองว่าทุจริตเสียหมด
สอบสวนเอาความผิดก็วุ่นวายต้องทำวิธีอื่นๆไปเช่นโยกย้ายหรือลาออกไป
เป็นปัญหาหมกหมมซัดทอดความผิดวุ่นวายปวดหัว

Myanmar toll nearly doubles to 78,000

The official death toll from Cyclone Nargis has nearly doubled to almost 78,000, Myanmar state television reported. The United Nations, meanwhile, said that severe restrictions by Myanmar's military junta have left aid agencies largely in the dark about the extent of survivors' suffering. full story
