Course Title: Workshop on Rural Economic Development – With Focus on One Tambon One

Product Project (OTOP)

1. Background and Rationale

In developing countries the poverty of the people in rural areas is the main problem facing governments. To reduce poverty, the government is searching ways, methods and strategies to uplift the people’s well being, develop communities to become strong so that people can be self–reliant. However, solving the problems of poverty are more complicated and difficult to succeed.

The One Tambon One Product (OTOP) scheme is an important strategy of Royal Thai Government to fight against poverty. The result of this scheme which started in 2001 up to present has been proved, highly satisfactory. The success of Thai communities to produce indigenous products and their ability to be exported aboard and bring income to the country are very impressive. At the same time, people in rural areas experience better quality of life.

The Community Development Department (CDD), Ministry of Interior is one of the government organizations that promote, support and coordinate to achieve the goals of this scheme. Officials from many countries have come to learn and share experiences from the best practices of OTOP in order to develop their own rural communities effectively. To promote and encourage efficiency the officers of these countries must obviously understand the concept, philosophy and process of OTOP. The CDD proposes this Workshop on Rural Economic Development with the focus on OTOP for government officials of neighboring countries.

2. Objectives

1. To understand the philosophy and concept of rural economic development with OTOP.

2. To learn and exchange ways to develop rural economy.

3. To apply the knowledge and experiences gained in their own countries.

3. Course Contents

The Workshop covers rural economic development and focuses on the OTOP scheme. They can be divided into 4 parts as follows:-

Part 1: To analyze rural economic development situations of the participants as well as to exchange their ideas and experiences.

Part 2: To learn about OTOP scheme: in depth philosophy, principles, methodology, results, problems and the ways to solve those problems.

Part 3: Study Visit of OTOP Projects.

Part 4: To synthesize participant’s knowledge about OTOP and apply to their countries.

4. Target Group: at least 10 government officials from Cambodia.

5. Duration: 14 days (March 2008).

6. Venue

- Workshop will be held in Bangkok.

- Field Visit of OTOP Projects will be held in the provinces.

7. Participants Qualification

- Should be middle - level executive officials.

- Responsible for rural community development work or rural economic development or poverty alleviation or related areas.

- Less than 55 years of age

- Having good health and be able to attend throughout the program

9. Expected Results

Participants can apply OTOP ideas to their work by making policy, planning and implementation that can raise people’s income and quality of life at the grassroots level in their countries.

i am still surprize that many project in area zone example like SML or VILLAGE FUND that got small budget for create many thing ..they have whole responsibility commitee about 3-5 persons in one specific account of bank for rearrange budget and recheck together to get or put money from or out bank ..it is not private account like someone or some people of civil public organize doneby self in big budget in big public policy in many of many projects of budget from tax of people...very strange thing!!!

how we can check cash flowing translucent about theses budgets???

it is the gap of law to make some officers take budget in private account with no recheck by other committe in projects or not??

i c many cases like theses in many fields in local budget also that officers management about big cash budget...by chief cannot sign for decision of cash..all cash budget in control only account officer??

very...very strange cash flow of public management!!!

how we can check that ,,those budget flow into pocket of all cost of food ,drink ,residental hotel bus lol these company must get punnish or not if they sign in untrue bills??? where r the differnce cash that loss??

and if other private company or personal trade have special issues to deal with some officers about real cost,,cash,,,and bill...how can tranlucence it is??

very strange!!why the account and finance division get some gap like this??

in some of ministry or depart..they ask for private account of participants or private commercial trade company for stable or nice deal only permit of cash on cheq by chief of account or financial..only permit by commitee..

on my private job in many years ago ..i got only money tranfer inside in my account or cheq...that money cannot lower by money tranfer..it can check out in translucent..!!!full cost..real cost only that..officer can pay for company or trade outside..

no cash in private account!!!of those account officers..

i donot know budget policy like this ...make some officers try to kept money in thier private account for ask credit or deal loan from bank or other listing or not..maybe it can tranfer for finance private issues that noone can recheck until it got plaintiff about corrupsion for investigate about recheck balance of tranfer money only that..

really we must take budget back to cash stock if we save enough in this project,,for ask for reasonable of next project policy

very strange thing about budget public management like this..?

only my suspiciouse the wonderful world of budget management!!

i have some loan and debt but i can delay for more interest if i have lower income..that is reasonable ..many pocket can bloken if it got some situate i cannot control...but i am very ambarrase that if i must control civil public budget ,,i try to change into account of customer or company that deal in budget plan already..no reasonable to kept public money in private pocket..all name of customers that must pay in plan already ,,they can got money suddenly after thier service,,,some company or trade had some credit for public deal also ..but the condition deal like this must be on delay cheq per account per yee only that..no cash ..

only think..but i donot know the no cash flow be doing about tranlucence process or not??

still suspect..only that..
